Fallout 4 does have a very large amount of singular weapon mods but only a handful of them reflect on original designs from Fallout 1 & 2. Classic Weapons, Now in reality people do make weapons without the express intention of replicating classics, however many people HAVE made singular classic weapons but nobody has made a bundle as fantastical as the Fallout NV classic weapon mod, which added just about every firearm under the sun including the more elusive Gauss weaponry. It's a far cry from the Fallout NV monster mod and Skyrim's Momod. Creatures, I've seen 4k retextures and some very, questionable edits. Some of the things I personally find lacking compared to Skyrim would be Quite a few of Fallout 4's mods appear to be singular items.

However, after four years Skyrim had quite a substantial amount of mods that added vast amounts of content, and when we flip the tables it seems that Fallout 4 is lacking in various areas by comparison. There's a pretty decent disparity between the mod quality between Skyrim and Fallout 4, and I'd take the criticism that it's the difference in age. I'm going on a limb and assuming that since Fallout 4 supposedly missed the mark and according to general consensus was a bad Fallout game, that it's modding community started off already weak and stunted, and modders are now peeling off to pursue better projects on other engines.
